That’s one quote from a really long, and really good article in the ACM Queue on the subject of trust. Let me put it this way: if you care about defensive security, it’s worth the time to read this one. (Even if the flint ax analogy he uses isn’t quite true; primitive skills people don’t need axes.)

It’s pretty much impossible to summarize so I’m just going to tell you to read it.
